SOME POLICY TENSIONS AND SUGGESTED APPROACHES

In this session I propose to identify some key issues relating to the role of energy in achieving the goal of ecologically sustainable development, and will highlight some key policy tensions that arise in pursuit of the ESD objective; tensions which are often trivialised in debate on this subject.   I will then suggest some primary policy vehicles which might be drawn on to achieve the changes many of us agree are necessary.
